Use Roundup for blanket coverage and Verdone if it is amongst flowers/grass - usual name is Marestail.

Crushing the stems, (prior to weedkilling) as Heathfield's link suggests, can not be over-emphasized.

I have tried crushing the stems and then applying roundup, but sadly to no avail, it's been around since prehistoric times and is very hardy, just got to keep trying!!!!!!!!!!!
