do you have to use a base paint first on newly plastered walls?

Not nessearly, you may get away with a coat of diluted PVA first, but you will proberley still need to give it two coats to get it covered
If you are painting on full thickness plaster (not just a skim), make sure it is dry. I would leave it at least 2 months before painting. After that you can size the surface prior to painting. Size should be available at your local DIY/paint store, but be warned, it usually pongs a bit. (The size, not your local store!!)
