old tv series

sometime after 1960,a series set in some kind of out back it could have been in australia,settlers being convics.not sure about that though.
there was a man dressed in a big waterproof mac and wide rimmed waterproof hat,it always seemed to be raining.the man rode a horse and went to the settlers houses asking for rent or taxes there seemed to be a seargent or some kind of outfit in charge but the man worked on his own but seemed to get into trouble with the men in charge but he was kind to the settlers.this is how i remember it,but i could be wrong,i hope this sounds familiar to some one as it is driving me mad thinking about it

Could it be Cash and Company? This was made in 1975 and starred Serge Lazareff as Sam Cash.He was n't available for the second series so it was renamed Tandarra and a new character came in played by Gerard Kennedy.I think he dressed as you describe.www.nostalgiacentral.com has a feature.And there is an site I found ages ago with lots of features about Australian TV,but I can't remember the address.
