I have covered the surrounding area with these pebbles and this has solved the problem ... do make sure they are shiney though as apparently cats don't like seeing their own reflection, hence why some people put botttles of water in their gardens. I purchasd mine for about 1 per bag and bought about 6 bags. Also cats don't like citrus smells so put some orange or lemon peel near your plant and see how you get on
You have to remove all signs of cat visitation before you have a chance of growing anything. I put down plastic netting (raised about 2 inches off the ground) when I re-planted in a similar cat visited area. This kept the cats at bay while the plant grew through the net, and eventually hid it. It worked a treat.

19scar here. Forgot to say where I spray the citrus mixture; around the perimeter of the affected area and, if a large area, in between the plants. Even on a windless day (very rare to have not even a slight breeze) you can't avoid mist covering parts of the plants, but it doesn't appear to have disturbed mine.
