its best if you use a sharp chissel and a hammer, and carefully go around the edge of the window where its been over painted.it takes a while, take care not to break the glass.
sometime you can slice through the paint with a scalpel type craft knife. Wear gloves and googles in case the knife slips and take it slowly. score along each edge several times gently rather than trying to press hard and cut through it all in one go
Sounds like someone whos just bought a house.Follow what winny and wolfgang have said and good luck.P.s glazier has only one z in the yellow pages!
Usually you can push hard DOWN on the window and break the paint, before trying to lift.
