Sharpening a circle blade

i have a circle cutter for my badge making machine. it's the one in this picture...

my problem is that the blade is going blunt, and i have no idea how to sharpen it. any ideas?

Disturbed birds nest. Probably Starling....

I use a lot of paper punches and when they start to give an uneven cut, I find that punching through some aluminum foil usually sharpens it.
