Hi ethanryan , having seen a few surface scratches on discs in the game shops , such as game station , they put it through a machine which removes the scratches and cleans up the disc. There have been a couple of used games my son has wanted to buy and has seen scratches making a fault in the game play and yet play perfectly after the shop put the disc through the machine. I dare say it wouldn't work for really deep scratches though surely .xxx
I`ve had success with Brasso (& a deal of patience!). I also recall seeing machines at mainline railway stations that would do the job. You can probably buy a kit from someone like Maplins. I also recall that you should avoid polishing using circular motions.
