My mum tends to thin out the old canes to provide space for the new to grow, when the canes get older she then cuts them out, rasps are pretty hardy plants and should come back every year.
And mum knows best.
Brilliant, mbc! We had some pop up this year, producing some beautiful big berries - and we don't know where/how they came from! Glad to know they'll be back then.
