Cavity wall insulation

Four years ago my walls were insulated by drilling the walls and filling. Before this was done the installers cemented over all of the air bricks. Since then I have noticed a damp problem and blistering of the rendered walls paintwork !
Should the vents have been blocked or not and is it likeley the cause of the problem.
