fire regulations for 3 story flat made of wood

I live in a block of flats that have recently suffered a bad fire completely destroying one side. The building has fire doors throughout with separate hallways between the communal stairwell and front doors of the separate flats. each flat has smoke alarms and the building is supposedly made with fire resistant materials and has separations in the structure to slow down the spread of fire and that is all the protection from fire. There are no extinguishers, fire alarm, sprinklers, fire exit or information on what to do in the event of a fire. What I want to know is if this is above, below or minimum requirements for fire safety in a 3 story wooden block of flats??

I think that a building over a certain nuber of habitable units would probably have to comply with Fire Regs quite strongly.... at least have extnguishers and signs to the exits etc. Is it stil lin the process of being built?
Id have thought that the Fire Officers in charge would be able to give you an idea of what alarms etc youd need to have.
I hope the flat residents have at least got basic smoke alarms. If you havent then call the local fire station they will usually send out some firefighters to check what you need and install any smoke alarms you require free of charge.

to redcrx. I have never been informed of who the fire officer is or even if there is one, again be warned of Southern housing, they just like collecting money. We do all have smoke alarms in or separate flats but we dont have one of those break glass alarms in the hallway, instead, whilst the building was burning a few of us ran around banging on doors untill everyone was out.
