What does your contract say? There should be something in there not only about you, the tenant, looking after the property, but also the responsibilities of the landlord.
It would sound like the landlord is in breach of the contract.
If this is the case, then you should write to him, recorded delivery, stating the part of the contract he is in breach of, and that unless he rectifies it by X date, you will consider he contract broken.
