I would like to put up window blinds, however, previous owner has put in upvc windows. Are there special screws or fittings you can use to put blinds in to these types of frames?

Since you've mentioned that blind fitting companies drill holes directly into upvc windows with no problem, makes me wonder. I shall follow that up with our installer tomorrow. Cheers!
Possibley a bit too late for the original post, but you could have tried Perfect Fit Blinds. This removes the need to drill into the UPVC frame and leaves you with a neatly fitted blind.
