How do you'dilute' seeds?

I seem to remember that when sowing very small seeds, such as carrots, it's best to 'dilute' them in some other medium so that they scatter more widely rather than in clumps.
What is it that you use? Is it sand? If so, it would have to be very fine and very dry. Is there anything else that will do?
