is it best to cut them back at the end of the year or just leave them.

leave them as the plumes will be lost if you cut back.
This is not my experience.
When they look pale straw coloured and (otherwise) dead, I have seen folks set light to the pale straw. Yes, set light to them. It removes the dead thatch and next season the new green shoots grow good and strong from the base again.
Yes I agree - Cut the plumes off first then set fire at the end of summer when it is really dry. The straw coloured leaves will blaze but the green ones wont burn. It will look unsightly for a few weeks but is well worth the effort and the fun and moreover the entire plant will be rejuvinated and look even better.
