Damaged sewer pipe

The sewer pipe from our property travels along our garden over to next door where it joins the main sewer drain.
Some years ago the previous owners built a gazebo and the neighbour commented that he thought he may have hit the pipe.
Recently we have started to experience blockages in the pipe. We can unblock them useing rods but the blockage seems to be in the pipe on our neighbours land.
We are paying for an inspection for next week when the pipe will be jet washed and then a CCTV sent down. If, as we suspect the damage is on our neighbours land and if it is still possible that the previous owner damaged the pipe, where do we stand legally with regards access and responsibility?
We just want to get the problem sorted and are probably more concerned about the access to his land rather than who is going to pay.
