i want a few shrubs that do not grow much and are perenial

Then the horticultural world is your oyster. Roses, camellias, heathers, lavender, rosemary, hydrangeas, google away and take your pick
Skymia and hebes are quite slow growers and can be clipped to size.
With no disrespect to Woofgang, the camellia is a slow grower but will get quite large over time. With hydrangeas it depends on which type you plant. Some can get to 10' or more. We would need to know where you live, what are the sun conditions and just what mature size you desire. Also, is evergreen needed?
