rowan tree spots!

Does anyone know why my rowan has got lots of little white spots on it's leaves? Hasn't stopped it developing flowers and other wise seems healthy.

Maybe the white bits are from the flowers.For the flowers are tightly massed and with the many insects leaping around(beneficial to the fruit) some might get dislodged.

No flowers aren't out yet. The spots show on both sides of the leaf thought it might be some sort of insect but there doesn't seem to be anything inside
