Is there another easy alternative to laying the itchy woolly loft insulation.  Could I use the polystyrene foil-backed cavity wall insulation and cut it into strips, or is that not suitable.

you can, however it will not be as effective. Best bet is buy some disposable paper overalls and goggles get stuck in with the wooly stuff. Finish with a soak in the tub to prevent the itching!
A better solution than polystyrene would be poylurethane foil backed boards, but again you would have to cut them to size and vapour seal to prevent cold bridges. Having said this, you would also have to capor seal the mineral wool for the same reason, however, polyurethane has a far better insulation value than mineral wool.

Another option would be to use 2 component polyurethane spray on foam. It is the same material as the polyurethane boards, except you spray it on.
