RADIATOR WARM TOP BUT LUKE WARM AT THE BOTTOM CAN ANYONE HELP?

I MOVED INTO A NEW BUILD 2 MONTHS AGO AND HAVE AN ELECTRIC WET BOILER, ALL THE RADIATORS WORK GREAT APART FROM THE LIVING ROOM ONE WHICH IS ROASTING AT THE TOP BUT IS LUKE WARM AT THE BOTTOM, TRIED BLEEDING IT AND WATER COMES OUT STRAIGHT AWAY, PLUMBER HAS CHANGED THE THERMOSTATIC VALVE , I TURNED OFF ALL THE OTHER RADIATORS AND PUT THIS ONE UP TO MAXIMUM BUT IT STILL HAS THE SAME PROBLEM CAN ANYONE ADVISE WHAT TO DO NEXT?
