Estate agents' descriptions talk about a 'Low level WC'. What is a low level WC?

I was hoping to make a similar pun, Mr T, but you beat me to it.
It's actually a loo with the cistern just above the pan, not two metres up the wall (as they all used to be).

Thanks - I don't think I've actually ever seen a 'high-level WC' in a house - just in schools, public loos etc.

I wonder what technological breakthrough led to the invention of the low-level WC.
