I think it will be impossible to achieve a shiny metallic finish by painting - this is done by electroplating. However, you can get brushed silver / chrome effects ie a finish that is not mirror-like, but matt. Use a paint such as Hammerite, applied in thin coats, leaving plenty of time to cure between coats. Another option might be to go for a cracklure effect - the kind of antique cracked glaze look, with a darker colour showing through the silver / chrome. You can ger kits for these from craft suppliers.
The nearest paint to giving a silver finish is possibly Plasticote Chrome. Look for the spray can with the chrome silver cap. The finish won''t be as chrome-like as the cap, but it's one of the finest-particle silver paints there is. Available in most DIY stores.
