Tall toms

I sow my tomato seeds in JI loam based seed compost and when large enough, pot them on into 3" pots of general purpose potting compost. When the first fruits begin to show I plant them out.
My problem is that whilst they are in the 3" pots they get tall and lanky when I think they should be short and sturdy.
What should I do differently?

pot them up into larger pot or into the grown bag/soil when they are much younger and before you see the first fruits. When the plants are about 10-15cm tall they need to be out of the 3" pot and into something bigger.

Thank you Hawkwalk. Thought I had read somewhere (?) not to plant out until first fruits showing, however it makes sense to do it earlier so shall certainly do so next year. Many thanks.
I need to get out more - I thought you were asking about "Tall Toms" as in tall tom cats.
