Barkeepers Friend. It's a powder that you sprinkle on a wet cloth. It says on the label: "China and Glass. removes stains caused by tea, coffee, etc. Approved by Wedgwood."
Bicarbonate of soda. 1 teaspoon to a quarter pint of warm water. Let it stand in the vase for about 10 mins. then wrap a teatowel around the handle of a wooden spoon, push the cloth into the vase and rub it around.
Best of luck.

My wife (bless her!) has dug a booklet ("How To Clean Everything About The House", by Olive E. Ivory, presented with Home Chat) out of her library, and it contains the following:
Glass Decanters. A solution of 1 tablespoonful salt to a quarter pint vinegar left in the decanter for an hour or two will remove discoloration.
The booklet was published in approx. 1960.
