can you get a bayonet light bulb which is dimmer than 40W?

As the Doc indicates, 15W (and 25W) bulbs are sold.

However all tungsten bulbs are being phased out. The sale of such bulbs which are rated at 75W or higher is already banned. (Additionally, the sale of 'normal' 60W bulbs is prohibited. Only 60W 'globe' or 'candle' bulbs can now be sold). By September 2012 all conventional tungsten bulbs will be banned from sale.

You can get conventional-looking bayonet lamps that have LEDs inside, rated at 2W (equivalent to a 15W tungsten).They are pricey but last forever - well 25000 hours.
You could get a battery operated pull cord type for 99p from the 99p stores, ideal for bedrooms.
