Damp still raging and the wall is bubbling!

Had a major problem with the windows in the whole house(old wooden frames rotting etc) then had double glazing fitted and decorated the bathroom.Now though there is condensation running down the window and wall every day and the wall directly under the window is bubbling,like the paint had some water forcing its way through.Any ideas as to what I could do?I don't mind having to re plaster the wall if it means putting something onto/into the bricks like damp proofing.Had a look at the pointing and that seems OK.
Any advice please?

For more on marking an answer as the "Best Answer", please visit our FAQ.Cannot see any vent bricks,where exactly would they be?Also there is plenty of sealent,expanding foam and god knows what else the builders put there.Even when I have the window open a little,the window still condenses.The room is heated well enough,but since the weather got colder,the problem has escalated stupidly.
