Frozen pipes?

Ok, I'm confused. I am presuming I have frozen pipes, but water is coming through some taps. My kitchen has a mixer tap and nothing is coming through there, but there is water coming through to the boiler for the central heating. The boiler is right next to the kitchen sink, and the water from the hot tap runs through it the same way the water for the heating does, so why is water reaching that but not the taps? In the bathroom there is water coming through to the cold taps but not the hot - the shower has a cold feed but there is no water coming through there. I cannot work it out :(

I live in a block of flats and as far as I know, all the water comes from one main tank in the loft so I can't understand why it can be flowing from some taps but not from others. If the whole supply was gone it would make sense than the pipes coming into the flat were frozen - especially since they come through the flat upstairs first and that flat is empty. Mainly I'm just ticked off cos I can't get a shower or even a bath :(
