Why wont my computer restart?

I bought an AS rock motherboard a while ago and rebuilt my PC around it. The problem Im having is that when the PC needs to restart itself, the hard drive activity light stays on solid, there's no P.O.S.T and windows won't run. I have to unplug the power cable for a few secs then plug it back in and turn the PC back on. Everything runs as normal until the next restart. I'm running XP.

Anybody got any ideas?

if you mean when you have to press the reset button for some reason , i had the same problem after installing a new motherboard.The reset would not respond and i found that the reset connection double pins  from case to the board had to be  plugged in the other way around from the other pins.don't know why but i turned them around and that was it.
