What is going on with Visa Electron. I have been trying to access MY MONEY from it and the same message keeps popping up "Contact your financial institution."

Try phoning your bank!  Have you checked your balance and know you have available funds?  Other than that, it could be a problem with your particular banks network.  Eithern way you should really phone them to find out.

If you're asked to contact your bank, why come on here and ask an impossible question? Just contact the bank and they'll have you arrested for fraud.
