How will they review Council Tax?

“A wide-ranging Government review of council tax in England has recommended increasing the number of property price bands in a bid to make the system fairer".(BBC News Page 2005)

How exactly are the Government proposing to re-evaluate everyone’s homes? Last time this was done 2 councillors came along road in a car (very slowly) and one drove while the other one simply looked at the front of the house and made a judgement on which ‘band’ that house should be in. Will it be the same this time around?
