Is the supplier of a washing machine obliged to take the old machine away and if so can they charge for its removal.

Agree with the above answers and depending on your local authority, they take larger items away and charge according to their policies which vary from area to area. IF you washing machine is working or could be repaired, you could offer it on Freecycle for free and people will collect it from you. You have to join the group first if you haven't already. You will be surprised at how many people will take them to repair or use for spares.

You can charge household customers for collection, but this must only cover the cost of transport and handling, it must not include any treatment or reprocessing costs.
