Is the supplier of a washing machine obliged to take the old machine away and if so can they charge for its removal.

No, they are not, unless it's part of their sales pitch. Usually it's your responsibility to dispose of your old stuff. A business would have to pay to take it to the tip so they are quite entitled to charge you if you ask them to take it away.
No, they are not obliged to take the old one away. Some may offer the service but it's likely they will charge.

You may find your local council offer the service at a lower cost.
Agree with the above answers and depending on your local authority, they take larger items away and charge according to their policies which vary from area to area. IF you washing machine is working or could be repaired, you could offer it on Freecycle for free and people will collect it from you. You have to join the group first if you haven't already. You will be surprised at how many people will take them to repair or use for spares.

I thought they had to take it away along with the packaging from the new machine or does this only apply to fridges
Take away packaging - yes. Take away an old appliance - no.

From the Netregs website "You must provide a system that enables household customers to dispose of their WEEE free of charge."

However "You may offer a 'collection on delivery' scheme as a service to your customers, for example collecting old bulky goods when delivering new replacement goods. You can charge household customers for collection, but this must only cover the cost of transport and handling, it must not include any treatment or reprocessing costs. You must still provide either in-store take back, an alternative free service or join the take-back scheme." applies

There will be different charges, depending on what service you require.
