Sometimes the strips of paper wind round the cutter assembly instead of falling through and block some of the cutters. The result is a similar problem to yours.
Before you get rid of it take it apart if possible and you will find it full of bits of paper. Give it a good clean out. If it still won't shred properly afterwards then you can get rid of it. Generally the bottom comes away from the top after removing a few screws. Unplug it before opening the case.
