do the new dvd or cheap dvd do not have the ability to burn on to dvd disc

All DVD recorders will be able to burn onto DVD discs (hence why they are called recorders)... DVD players can not burn discs, they can on play them.
Are you asking if a DVD "recorder" can record onto DVDs??

So it's not a DVD recorder and therefore, no it can't record to DVDs

Records on to the internal hard disk.
Yep, it hasn't even got a DVD drive in it (which is another good clue it might not be able to record DVDs)

AFAIK a pvr only records onto an external storage device such as a HHD. This one appears to have an internal HHD, or does it?
Pvrs have an internal HDD, wildwood.
This is a Luxor Freeview Digital PVR (recorder)
It records onto it's installed HDD (which is a common PC drive, but uses a special file system)
It does not take a disc of any kind.
