oil based emulsion on wall

Hi, just wondered if someone could help. In one of my bedrooms, all the walls have been painted with an oil based paint. So ordinary water based emulsion does not take, it just flakes off. I have papered the walls so far, and painted over the paper. Is there anything else I can do ? I would like to have painted walls in this room, but not oil based paint as its so smelly.

Paper and emulsion would be fine, Kass. Otherwise, a modern equivalent to glue size is PVA sealer....
