MY PC KEEPS TURNING ITSELF BACK

My pc keeps turning itself back on after a few seconds of shutting down. I have windows 7, and i have searched for a solution, but none work, can i anyone help?

Are you actually slecting 'shut down' or just 'sleep' or 'hibernate'
