Having worked for a charity helping visually impaired people for many years, it's software. Voice recognition software used to make a huge difference.
Indeed. One of my best friends is registered blind (though he does have some limited vision) and I have set up various apps on his computer to enable him to get the best out of it. It seems that with every release operating systems get more and more accessible, which is a great thing.
A lot of 'blind' people can actually see. It's just that their vision is impaired in some way. Only a small percentage actually 'see' nothing at all.
