I would like to know if gardens and lawns prefer watering in dry times with hard tap water or can softened water from a water softener be used without problems. Thanks..

Hard water can be used to water everything except the lime-hating plants such as ericas (heathers), camellias, rhododendrons and the like.
If your water supply is sourced locally, then the soil type in your garden should match the water type in your pipes and there should be no problem using it straight from the tap (unless a hose-pipe ban is in force).
