Ebay Royal Mail Recorded Delivery -unidentifiable address

If a parcel was sent by recorded delivery but delivery was not possible due to address error given by the buyer. Do I have to pay for a new postage for re-delivery once a correct address given or it is a matter hand over the parcel to the post office counter with a new address?

You would have to pay again Beswad . I assume that you are the sender and the item has been returned to you (with an endorsement - eg. "addressee unknown" or "no such address" )after a delivery was attempted . The safe return of the item to you constitutes the completion of that delivery and you would have to pay for a new delivery to a different address .
^ agree, but sorry if this was the case, as we only ever dispatch items with a confirmed postal address.
