does any one know if you can download mp3 files on a computer to a moblie phone to use as a ringtone?

I have a SPV 500 from orange, and yes I can download mp3s, convert them to wav files and then cut them down to around 10 seconds and have them as a ringtone.
i to have the same phone, dont cut mine down, just use the song as it automatically cuts off after a set time anyway, cool phone, i love it!

most motorola phones such as e398 and v545 etc can have any song downloaded to it as a ringtone via the computer and in most cases have an mp3 player software come with the phone so that u can cut certain sections from songs to have as the ringtone.

Same thing for wallpapers as well, u can download any pic u like from the net or your own photo album and then download a program called irfanview to resize the pic to the spec of your phones display and then transfer them to your phone via the data cable or bluetooth

Yeah - essentially it entirely depends on the phone.  If you have a phone that can play "real" sounds (e.g. .mp3, .wav, etc...), and you also have a way to connect that phone to your computer, then you should be able to do it without too many problems.
Buy yourself a bluetooth dongle and you can download to your hearts content.
