Council Off Road Parking Fines

Private parking companies always display the fine.Now councils have fines displayed for their car parks , but what about other off road areas like pedestrianized spaces?
The area i am on about does have notices about no parking - but is used by delivery vehicles/contractors/disabled.However , i was told this is not allowed on weekends - but there are no signs stating this-or any fine

Where exactly is this happening?
Pedestrian zones are normally considered 'on road' parking offences because it is still a public highway and not a designated car park. It is usually an offence to drive along these areas during restricted times as well as park on them.

Some pedestrian zones allow for disabled park and loading/unloading at specified times.

Dunno. Perhaps, if it went to court, a magistrate would set the level after hearing any plea of mitigation?

It would usually be dealt with by way of fixed penalty - is it still £30?

It's in West Midlands - the area is access to an underground car car park and has very little public passing
One sign on one side says " No parking at any time.Pedestrian area" - now that would be fixed penalty - (BUT cars do park there on weekdays)
The other side side has rather ancient signs simply saying "no parking" again cars park there on weekdays.
