Own a flat in a block of flats. Haven't had an actual water bill for 10 years. Thought this was covered in the building charges I pay every year.
Why the bill now all of a sudden? Let's just say it hasn't been included in the service charges who's been supplying me water for 10 years and not charging me? Please help

If it doesn't refer to water charges I think you will probably be liable. If a bill eventually turns up I think you will need legal advice. A tricky one after 10 years but perhaps you should start saving up now. Citizens Advice might be able to help
This is perfectly possible, and happens when the utility company just loses track of an individual properties connection details.
Though it is no fault of yours, you are still liable for back payment for six years now they have caught up with the situation, though they should be willing to negotiate a reasonable payment plan to pay off the arrears.
