how big? They look like bolt cutters
They could be a very old pair of hog ring pliers, used for putting a ring through the nose of bulls and pigs. not sure though.
A blacksmiths tool for holding hot work on the anvil?

Arnold and Bone, london appear to be (have been) makers of Medical Equipment so ... .. .
It looks like it is for gripping something at length so it could be a tool in a smithy or a foundry.

That's a bit mean, calling him a tool ;)
about 12 inches long (the pliers) with a groove set in, pig's nose ring looks very likely.

The ends don't meet, so not for circumcising,
I think they might be cutters rather than pliers, possibly for trimming a boar’s tushes or cutting spurs off horse’s teeth.
