Low Glycaemic Diet

My husband is a slim diabetic, following pancreatitis about 15 years ago. His blood-sugars have been controlled by diet + Metformin, but are now up (8.5). He has been issued with a low-glycaemic diet sheet.
I have a Phd and generally understand diet.
But I do not understand his diet sheet. Why are potato crisps and Shepherd's Pie okay but not baked potatoes? Why custard but not tapioca? Why is any high-sugar fruit juice okay but not water-melon? Etcetera.
I do not understand this diet. It does not make sense. He wants to stick rigidly to it to give it a chance of reducing his blood sugars.
We eat a healthy diet, and I have stocked the fridge with what I thought were healthy foods and dishes I have prepared before I go away for a week.
Now he will probably just live on fruit (juice) for fear of eating something bad.
Please explain the inconsistencies in the diet.
I probably will be unable to read your replies before I return at the end of next week.

I get the shepherds pie and crisps being okay because added fat or protein slow down the absorption of carb and lower the GI of the potato. Old plain baked jacket is higher on the GI scale but surely the GI can be reduced by adding cheese or butter? He really needs to get proper advice I think.
