We have had a bit of a giggle, but at the time it did cause quite some consternation up here in N. Wales. Some of the hill farmers were very close to financial ruin, until help was rightly given by the Min of Ag. (or whatever quango was responsible). Strangely enough though the foot and mouth outbreak some years after caused much more disruption. There were restrictions on all farm animals, vehicles, and farm residents and workers. I remember as part of my job at the time having to have my vehicle ( wheels and lower bodywork) and my footwear disinfected on entering and leaving farm premises.
