Following Ivors link and reading it, this phone number originates on Nigeria so I doubt its a real number.

0121 is area code for Birmingham, so it probably isn't TalkTalk as their address is Southampton.

Probably best not to call these numbers back as there has been a scam whereby you get lumbered with a huge bill by connecting with them. Try using the web site ' who called me' - it will tell you (most of the time anyway) who rang you and you'll be able to see if other people have been harassed too. TPS seems powerless now by the way!
