It's not the country we need but the capital city initials for the anagram.

Given that Moscow is the first capital city and none of the suspects have an "M" in their name how can we solve the puzzle?

I didn't bother checking the flag last Saturday. I thought it had said he was holding a picture of a Russian flag. I have just re-read it and there's no mention of Russia at all. I must concentrate in future.
