If not why not? I am routinely asked to remove my lid when I buy fuel.

It's illegal to allow under 16s to operate a fuel pump or buy fuel so some fuel stations insist on seeing the user's face.
Most don't insist on it - Tesco allow bikers to fuel up and pay at the pump but request the removal of the helmet before entering the kiosk.
Different outlets have different rules. I've never been asked to remove my hood, hat or cap at a fuel station.
