Can I put a mortice lock on my flat front door as I don't feel secure with just a yale lock I am a council tenent

Give your council a ring and ask. Rules and regulations differ.
yes..if you are elderly or vulnerable, sometimes the local police have a home security service and they will fit for a small fee..phone your local police station, worth asking
What you actually want to find out is if you need to ask permission to change / add a lock, and if so, you need to find out who you need to give a key to, if anyone.

As I said, ring the council and ask. If you're lucky they might even do it for you.
When I lived in London I felt increasingly vulnerable as it was a ground floor flat, so I bought and fitted (very easy) a 'London bar' which you screw into the door frame. The raised part of it fits over the 'keep' - the part of the lock that the catch fits into, and prevents the door being forced or kicked in. There are lots of different makes, and can be found in DIY stores and good ironmongers. One example here:

The dead locks I had on my doors (as advised by my insurance company) you could buy the keys over the counter. You could only lock them from the inside so having a universal key was irrelevant.

it depends on the terms of your lease - you can if your lease is silent on this.

asking the landlord without knowing the lay of the land is fraught with possibilities he may answer in his own interests and not yours (rather obviously)

and if you are unlucky they might say no when the answer is yes, because no suits them better
Sure it's possible and there are even companies which can do that. The question is if it's allowed. You are to know more about that ( ask the council or some specialists, for example) before putting a lock. And good luck with that! Hope you won't be afraid after having better lock!
