Is There Such A Tool?

I need to get steel arms of axles - the space is very tight and there is no room to use a rubber hammer. Is there any sort of tool that will fit in a 6" space and push the arm of the axle? Something like a car jack principle that will make it easier. The arms seem to be stuck fast, they are not painted over or anything like that

It's exercise equipment.
A photo might help folk to give advice.
Liberal application of WD40 would be wise.
There's alligator jaws. Look like a wedge, open up when pumped.
can you show us a picture of what you mean?
I agree with davebro. Your first statement reads that you need to get steel arms of axles, but what you really meant was that you need to get the steel arms 'off' from the axles. Tell me if I'm wrong. Again, a picture would be useful. Good luck anyway.
Pretty sure all you need in any situation is either WD40 a hammer or some duck tape
Check for a pin going through both or a grub screw through the crank gripping the axle, are both parts welded together?
