I understand that with the IMEI, the mobile device can be made uncalleable by national networks, how about international networks? eg it might be barred use for calls in UK, but another country? be great if you can provide experience or credible reference website on this. even if barred by all networs, the lost phone, can still be used for other things right? eg camera, media player, browsing etc?

OG is right, there is a black market for blocked phones.
If a phone is blocked it will be unable to do anything that requires a mobile data connection nor will it be able to send/receive calls or texts. It certainly can't be used for browsing.
It may be wiped totally but that is not always the case, you may be able to access downloaded files and photos stored on the phone. The camera might still work.
