too good to be true? or is it the answer to Sir Keir's prayers, and the platform to being Labour's AI revolution?

It's certainly a kick in the teeeth for Donald Trump and his hopes of the US leading the world in AI. I'm sure that Sir K would prefer a UK company, such as Faculty AI (which bases its technology on OpenAI), to be at the forefront of developments but anything other than a US-centric system is to be welcomed.
In my opinion though, DeepSeek won't really dominate the scene until it becomes fully voice responsive, for both input nd output. (At the moment, it's only text-based). Although I've got DeepSeek on my phone, I find Gemini easier to work with, simply because it's possible to have a conversation with it.
I won't be installing it on my phone - much like I haven't installed TikTok ...

Users have already reported several examples of DeepSeek censoring content that is critical of China or its policies. The AI setup appears to collect a lot of information—including all your chat messages—and send it back to China. “It shouldn’t take a panic over Chinese AI to remind people that most companies in the business set the terms for how they use your private data” says John Scott-Railton, a senior researcher at the University of Toronto’s Citizen Lab. “And that when you use their services, you’re doing work for them, not the other way around.”
True AI doesnt exist and this Chinese thing (I suspect industrial esponage) isnt even the same as the others so that why it can run on old Nvidia chips.
The market did need an adjustment though, Hedge funds have driven up the stock prices beyond their real value - bit like the .com stuff.
It will settle and move forward. Personally I wouldnt load any software from the Chinese on any device of mine.
